The collaboration protocol formally marking the start-up of the EVoCH Platform was signed at the European Parliament in Brussels on 26 April 2012 in the presence of the President of the Regional Government of Castilla y León.

Aside from the Regional Government of Castilla y León, the institution promoting this move and its lead coordinator, the protocol was also signed by the following entities as promoter group of the Platform:

• The Autonomous Region of Madrid, which has exclusive powers over all heritage of historic, artistic, monumental, archaeological, architectural and scientific interest to it.
• The European Association of Architectural Heritage Restoration Companies (AEERPA), which was created in 1992 in the city of Strasbourg by a group of architectural heritage restoration companies working to protect and maintain monuments.
• Tecnalia Research & Innovation, a joint initiative of Cidemco, ESI, Euve, Fatronik, Inasmet, Labein, Leia and Robotiker, which has given rise to the largest private R&D+i group in Spain and one of the largest in Europe. It has had an impact on local industry and become a point of attraction for people wanting to develop their creativity and also for organisations (networks) wanting to interact and generate knowledge together.
• The CARTIF Foundation came into being in October 1994. It is a horizontal technology centre covering a wide spectrum of scientific disciplines. It is currently made up of partners representing the main companies in Castilla y León in their different sectors.
• One of the aims of the Santa María la Real Foundation, a private cultural foundation, is to develop a pilot eco-development model with a strong cultural and participatory content based around heritage and nature, for use as a model in rural areas with abundant cultural and natural heritage. Some of its objectives are to promote development by harnessing the value of an area’s cultural, natural and social heritage, taking the lead in creating and implementing supportive, heritage-based development models.
• The Caja Madrid Foundation, through its Spanish Historic Heritage Conservation Department, focuses more strongly in resource terms on cultural heritage than any other Spanish private institution, with analysis of the economic importance of historic heritage having been one of its key research areas since 1998.
