Expert seminar, theme: "The state of research and the possibility of an observatory", in Helsinki. Conclusions: a 10-point-program.
Material and immaterial values of the cultural heritage
1. Through value analysis multiply variety of solutions can be found. Definition of value and understanding different kinds of sets of values needs clarifying in evaluation processes.
2. Civil society has a role as key player in research of creative cities. All the factors; third sector, business, government and university, are linked around civil society.
Cultural heritage as a local resource
3. Creativity and cultural heritage are different sides of the same resource. Heritage is a result of material and sociocultural innovations and continuity of innovations a crucial topic. When managing cultural heritage as a living thing it is possible to build sustainable alliances structured in a manner to benefit all stakeholders. Direction has to turn to be in the future, not in the past.
4. Private stakeholders and public policies need a common goal. The ways to improve the communication and collaboration between different stakeholders are necessary.
Direct and indirect impacts of maintenance of the cultural heritage
5. In cultural heritage the focus should not be in a single heritage object, but in the relations around. The city is a starting point of economic pattern and its main challenging impacts are economic competition, social cohesion, self-governing and ecological balance.
6. Economic recilience is related with innovations. In research physical sites should be seen as poles of identity and intangible capital.
7. Creating the observatory should be starting step by step. First is important to have adequate network and possible backround networks for comparisons and benchmarking of observatories working in other fields
8. An observatory is a tool. It shall be instrumental to researchers to have concentrated comparable data collection for evaluation processes.
9. An observatory consist the data of successful methods and case studies. Implying a matrix of impacts it shall be benefit for regenerated research.
10. The results of an observatory help collaboration. It creates material for supporting and improving the conversation with and between politicians, civil society and local stakeholders.
